Which Severn Records Are Open

Public access depends on the record, not merely on whether an agency holds it. Severn has no city clerk, recorder, assessor, or municipal court. Anne Arundel County departments, Maryland courts, and state agencies divide custody. The table identifies the first official route and the fallback when a web index does not supply the full document.

Specific laws close or limit sealed and expunged cases, adoption and juvenile files, recent vital certificates, motor-vehicle personal data, and protected voter addresses. A public index may also show less than the file held by the custodian. The voter file has its own sworn-use rules; the detailed access path belongs with Severn voter records.

Severn Records Cross Jurisdictions

Severn is a census-designated, unincorporated place. That fact changes where requests go. County offices in Annapolis or nearby Glen Burnie serve a Severn address, while statewide databases publish assessment, court, correctional, and historical material. A local service point can be convenient without becoming the legal custodian.

The split is clearest for property. SDAT maintains the assessment account, Anne Arundel Finance issues the tax bill, the Circuit Clerk records deeds and liens, and county GIS supplies map context. None can replace the others. The authoritative answer depends on whether the question concerns ownership shown on an assessment, a recorded transfer, a tax balance, or a parcel boundary.

Note: An Annapolis office address does not make a Severn record municipal; the record remains county, court, or state material.

Severn Land Records in MDLandRec

The Circuit Clerk’s Land Records Department records deeds, mortgages, powers, leases, and other instruments that affect legal interests in real property. MDLandRec provides a free-account route to verified instruments and related indexes from Maryland’s counties and Baltimore City. It does not contain chattel records, tax liens and judgments, assessments, blueprints, or equity records.

Anne Arundel’s electronic index history includes COTT beginning in 1967, CAIS in 1992, and ELROI in 2002. Those dates mark index systems, not the start of county deeds. For older gaps, Maryland State Archives series reach back to 1653. Clerk copies cost $0.50 per page; certification adds $5. The clerk can supply records but cannot perform a title search or give legal advice.

Severn Property Records Without Names

SDAT Real Property Data Search is updated daily and reveals owner names, mailing and premise addresses, legal description, parcel identifiers, values, sales, and an owner-occupancy code. Yet the public website cannot begin with an owner name, ZIP, town, or neighborhood. Start with an address, street, account identifier, or map reference.

A premise address describes the parcel location. A mailing address is where the owner receives notices. Neither proves that a named owner lives at the site. Apartment, townhouse-complex, and shopping-center addresses may not appear, and an official street number may differ from the number used by an occupant.

Severn Court Summaries and Files

Maryland Case Search publishes selected summaries after an access disclaimer. Exact names are the default. A partial first or last name can end with %, but the wildcard cannot begin a word or sit in its middle. Broad searches stop at 500 results, so narrow by court, filing date, case type, or first name.

Anne Arundel Circuit coverage starts in 1991 for civil matters and 1989 for criminal matters. District civil data begins in 1989 and criminal data in late 1991. A summary may list a party, city and state, case number, trial date, charge, disposition, attorneys, and docket events. A docket is the chronological list of filings and court actions. It is not the complete file.

Open files are ordinarily inspected at the court where the case was heard. The nearer District Court counter is in Glen Burnie, while Circuit Court is in Annapolis. Additional case information must be requested in person or in writing, not by telephone.

Severn Vital Records Stay Restricted

Vital certificates do not become open merely because the Maryland Public Information Act applies to the agency. Under State Government §9-1015, an Archives birth record remains restricted until it is more than 100 years old, and a death record until it is more than ten years old. Archives-held marriage licenses and reports of absolute divorce or annulment are unrestricted.

Modern birth copies come from MDH or a participating local health department and require an eligible applicant. The person named, a named parent, qualifying guardian, surviving spouse, or authorized representative may apply under the documented rules. State birth copies have a $10 base charge; Anne Arundel’s appointment-only counter lists $20 plus a card fee. Mail requests require the application, payment, return envelope, and identification copy.

A state divorce verification is not the decree, docket, or settlement. Request the decree from the Circuit Clerk that granted it.

Severn Public Records Custodians

These offices cover the main counter and written-request routes for Severn. Confirm live hours before travel, especially for appointment-only vital services. Court and land counters are in Annapolis, while Glen Burnie hosts a District Court location.

The office that republishes information may not control the source file. Use SDAT for assessments, Finance for tax balances, Land Records for deeds, the Register for estates, and the court clerk for judicial files.

Severn Custody Records Connect Courts

The Anne Arundel Inmate Locator covers people currently held in county facilities. Search with both exact first and last name or a Jail Identification Number. Multiple matches show JID, name, sex, and date of birth; details can include current location, housing, bail, court dates, and court case numbers.

Carry a displayed case number into Case Search, then verify the full open file with the clerk. A no-match can mean release, transfer, a spelling difference, or state or federal custody. The DPSCS locator covers the state correctional system, which is separate from county detention.

Note: Exact-name rules make spelling important, and a county no-match does not establish that no custody record exists elsewhere.

Severn Police Records Need Detail

Anne Arundel Police Central Records accepts requests online, by mail, or in person. Give the incident number when known. Otherwise provide the incident date, exact location, incident type, and involved names. Reports pass an approval process and may be unavailable for seven to ten days. Calling before a counter visit can prevent a wasted trip.

The form offers police reports, accident records, CAD, 911 audio, body-worn camera video, CCTV, photographs, and statistics. Listed charges include $5 for a report or CAD, $35 archived retrieval, $25 for 911 audio, $40 for body-camera or CCTV footage, and $0.25 per page after 20 pages. The county invoices before release, and records may be redacted or denied.

The request form also asks whether the requester is a person in interest and permits supporting proof such as identification, authorization, letters of administration, or a court order.

Severn Records Before Digital Indexes

A failed modern deed search should lead to the Maryland State Archives catalog. Anne Arundel land microfilm covers 1855 through 2000, and an alphabetized grantee index covers 1977 through 1983. The tract index reaches from 1653 through 1784. It can supply a tract or lot, synopsis, date, and citation.

Abstracts from 1786 through 1805 name parties and record a property description, purchase amount, and recording date. They were created as insurance against loss of the county books. That preservation choice gives a modern researcher both a historical finding aid and a route around an incomplete digital trail.

Older records require careful citation. Record the series, liber or volume, page, search terms, and date checked. That makes a later clerk or Archives request precise enough to reproduce.

Requesting Severn Public Records

The Maryland Public Information Act, General Provisions Title 4, lets any person ask a custodian for an existing record. An immediately available open record should be produced promptly. The usual outside limit is 30 days. When more than ten working days are needed, the custodian must send notice within that period with the reason, expected completion time, and estimated fee range.

The Anne Arundel PIA portal routes requests to county departments such as Police, Detention, Elections, Planning and Zoning, Finance, and Public Works.

The form captures the agency, requester contact details, address, date range, names, record description, fee cap, and supporting files. It is not the route for a court file, deed, assessment, or restricted certificate when another custodian and law control.

1. Identify the office that created or keeps the exact record series.
2. Check its official index and note the search terms, date range, case number, parcel account, or incident number.
3. Submit a focused request through the designated portal, by mail, or at the counter. Ask for an electronic format when useful.
4. Review the estimate. Search and preparation after the first two staff hours may be charged, and prepayment may be required above $50.
5. If access is denied, read the stated law and remedies. Narrow the request or seek help from the Public Access Ombudsman, PIA Compliance Board where applicable, or circuit court.

Severn Record Fees and Denials

Fees reflect the service requested. Land-record copies and certification use the clerk schedule. Vital certificates use state or local charges. Police media has its own prices. Under PIA, agencies may charge actual search and preparation time after the first two staff hours plus reproduction, and they may seek prepayment when an estimate exceeds $50.

A wrong custodian must notify the requester within ten working days and identify the likely custodian if known. A denial must state the reason, legal authority, a useful description of the withheld material, and the available remedies. Redaction may permit release of an open portion even when another part is exempt.

The key distinction is access versus authentication. Free inspection can answer a research question, while a certified copy supplies the custodian’s formal seal or attestation. Order certification only when the intended use requires it.
